The project concerns the development and manufacturing of electric light commercial vehicles for municipal clients as well as customers in agriculture, industry, craft & trade and logistics.
The project will help the Promoter enhance its electric light commercial vehicle technology and support the market expansion of the business.
Research and development (R&D) activities are not listed in the EIA directives and therefore no environmental impact assessment (EIA) is required for the project. Vehicle assembly activities are listed in annex II of the Directive 2014/52/EU amending the EIA Directive 2011/92/EU; however, the production investments of the project will be performed in existing buildings and will not increase the facility's capacity beyond existing authorisations. No EIA is therefore expected to be required for such investments. The Bank's services will in any case review during the project appraisal any other environmental details of the project.
The Promoter has been assessed by the EIB as being a private company not subject to EU rules on public procurement or concessions. However, if after the project appraisal the EIB were to conclude that the Promoter is after all subject to EU public procurement legislation, then the Bank would require the Promoter to ensure that contracts for the implementation of the project have been/will be tendered in accordance with the relevant applicable EU procurement legislation.

Complaints mechanism
